If we create a perspective with only two standalone views(view1 and view2) and without title,
and one view(view2) contributes tool bar actions to its respective toolbar,

The actions are shown in left most corner above view1.

Reproducible: Always

Steps to Reproduce:
1.Run the attached example to see the problem.
