Updated text in next maintenance release specifies that if a resource ref is not present in web.xml, but present in two (or more) fragments and they have the same name, they must also have the same child elements and attributes (excluding injection-targets, which can be merged).

Previously it was an error if 2 or more fragments had a resource ref with the same name (but wasn't in web.xml)

Fixed in jetty-8 rev 2502.
