It doesn't seem to me as though the created GC in the 'else' block is ever disposed. This seems like a resource leak to me.

Nope. The GC gets disposed when tmpImage gets disposed (it gets set as the image gc when it gets created). I ran the leak trace and we are clean except for one image in RenderedToolBarRenderer (getViewMenuImage); raised Bug 330723 to track it.
