An adopter is requesting to backport bug 311794 due to some performance improvement since in essence as stated in commet #6 on bug 311794 this is a regression of missing function in the new Publisher framework.

The backporting of the fix, requires that we introduce a new API, it also requires that we make the old API call the new API for easier maintenance. The behaviour of any adopter calling the older API doesn't change, but if adopters want to use the new API they can make use of the new delta parameter.

it looks like this fix was already included in the patches build, but it was never marked as fixed. I checked the R3_0_5_patches version of Taskmodel and it does indeed look like the changes were committed. I am now marking this as fixed.
