We got the runtime error as: 

An error occurred while automatically activating bundle  org.eclipse.birt.report.model (64).

it is running under WebSphere:

The logger said:
java.lang.NoSuchMethodError: org/eclipse/birt/report/model/extension/oda/ODAProviderFactory.initFilterExprFactory(Lorg/eclipse/birt/report/model/api/filterExtension/IODAFilterExprProvider;)V

Can you check if you are using the same version of BIRT in both web-info/lib and the plugin folder?

Resolved due to that we have mixed BIRT jar files with different BIRT versions.
