Currently you cannot install the e4 tooling from a local 4.1 M2 repository:

Cannot complete the install because one or more required items could not be found.
  Software being installed: Eclipse e4 Tools (Incubation) 0.9.0.v20100720-1930-37Z-CcNBHBBsNN5GpTB (org.eclipse.e4.core.tools.feature.feature.group 0.9.0.v20100720-1930-37Z-CcNBHBBsNN5GpTB)
  Missing requirement: Editor3x 0.9.0.v20100730-0930 (org.eclipse.e4.tools.emf.editor3x 0.9.0.v20100730-0930) requires 'bundle org.eclipse.emf.edit 2.6.0' but it could not be found
  Cannot satisfy dependency:
    From: Eclipse e4 Tools (Incubation) 0.9.0.v20100720-1930-37Z-CcNBHBBsNN5GpTB (org.eclipse.e4.core.tools.feature.feature.group 0.9.0.v20100720-1930-37Z-CcNBHBBsNN5GpTB)

Would it be possible to include the emf editor + all other dependencies. This makes it much easier to install the tooling offline

Currently you can install the e4 tooling offline this way:

- Add 2 local repositories:
  - eclipse-e4-repo-incubation-0.11M2.zip
  - emf-xsd-Update-2.6.1.zip
- Install the e4 tooling and select “Only local sites”

Then the e4 tooling can be installed offline.

e4 and even the 4.1 SDK is a consumer of EMF ... we won't copy EMF into our own repo, instead we get it from the releases directory.  http://download.eclipse.org/releases/indigo

Paul, I  understand that. 

The main reason for this bug was to make it easier for early adaptors to install the tooling for the 4.0 SDK offline (This is often the case during tutorials or coaching). There is a lot of emf stuff included in the 4.0 SDK, but org.eclipse.emf.edit is not. But I can live with the solution I described...
