A new configuration property (org.osgi.framework.bsnversion) is being added in OSGi R4.3 to allow duplicate installations of the same bundle (identical bsn/version).  This option will be set to "single" by default which is the current behavior of OSGi R4.2.  The value may be set to "multiple" which will allow the installation of duplicate bundles to succeed.
