It seems there is some scope for simplifying the interface between the Virgo runtime and the tooling by deploying plans containing file URIs. The staging area would no longer need to be a watched repository, with the associated delay before its contents are indexed, and multiple artifacts could be deployed in a batch by wrapping them in a plan generated by the tooling.

This item is a little speculative, but is worth putting on the books to stimulate thinking.
