Extract the two main concepts identified while working on Xbase type inference.

1) The "GiveMeATypeForSomeAST" -> ITypeProvider

2) The "IsTypeAConformantToTypeB" -> ITypeConformancy

Also extract the base polymorphic dispatcher class AbstractTypeProvider.
