Build id: 200302211557

Open the external tools launher dialog.
Delete all configurarions.
Select Program.
Resize the dialog making it small.
Click new.
The dialog will be resized to show the context of the new configuration but 
will not be big enough to show the check box and the note under Argments.

This is a general problem with the launch config dialog. It's not specific
to External Tools. Moving to Debug.

Joe, also consider this problem when fixing bug 32335 (I think it's the same 
issue).
