I need to use version 1.1.7 of the SVN connector because we connect to SVN 1.4 on the server. That is the latest connector version that is compatible with SVN 1.4.

I had version "0.7.9.I20100512-1900" of Subversive installed, and when I noticed that there was an update to version "0.7.9.I20100917-1700", I updated.  However, when Eclipse started up, I noticed that connector version 1.1.7 wasn't available in the list of available connectors.  At that point I reverted my configuration back to before the update.  I guess I could have manually installed the 1.1.7 connector from the Polarion update site, but I'm concerned about the fact that it wasn't on the list when I updated the Subversive plugin.  Is the 1.1.7 SVN connector now longer compatible with the latest version of Subversive?

What downloads page are you talking about?  The Polarion site?  I just looked there, and I can't figure out what you're talking about.  Could you at least provide a URL?

When we first tried using Subversive, we used the latest version, and we found that the storage format of SVN 1.4.1 (the version we have on the server) is not compatible with the newer releases.  We were getting fatal errors (I can't remember the messages).  We were told that we had to use the 1.1.7 connector in order to work with SVN 1.4.1 on the server.

Storage format? Yes it is different. But it is _local_ storage format and it has no relation to the server side storage. So, there is no problem in communication between different versions of the client and server code.
And if you have issues with the local installation of the SVN command line tools you just need to update them too.

P.S.
I, myself use SVN server 1.4.6 with SVN client 1.5.x/1.6.x for very long time now without any issues.

So you're using the latest Subversive with which variation and version of the connector?  I asked a similar question in reply to the forum note that I posted that you replied to.

For example, this configuration works just fine:

Server side:
Subversion version 1.4.6 (r28521)

Client side:
Subversive 0.7.9.20101001-1700
Subversive connectors 2.2.2.20101001-1700 SVNKit 1.3.3 r6649 (SVN 1.6.11)

Actually yes, this is the latest Subversive and connectors versions.

Ok, in my "fresh" workspace, I was able to do a checkout and submit, so perhaps this will work.

In my existing workspace, where I'm using the 1.1.7 connector and numerous projects are checked out, is there any risk to changing my connector to the latest?  Will that cause any problems with my existing checkouts?

There is no risk at all. Your project's SVN meta-information will be just silently converted into the SVN 1.6 format.
