MaxDB does support FK constraints. The MaxDBPlatform.supportsForeignKeyConstraints should return true.

Tested on MaxDB.

Greatly reduced the number remaining issues
  Core LRG: 2 Errors
  JPA LRG: 4 Errors + 2 Failures
  WDF: OK

Checked in at #8321.
