If you take the RAP examples project TableViewerExample and set the table to SWT.Virtual and then increase the rows in the elements.csv to more than 852.175 the vertical scrollbar will be disabled. Try yourself ;-)

This issue has been fixed with the implementation of non-native scrollbars - see Bug 314763.
