IFailOverStrategy was an attempt to address fail-over support on a low transport level (generic protocol). It turned out that application protocol specific considerations render this approach undesirable.

CDO supports fail-over with a complex FailoverAgent, FailoverMonitor and FailoverCDOSessionImpl. See bug 203167 and bug 325928.
