File Import > Plug-ins and Fragments supports importing from CVS if bundles specify the corresponding header in the manifest. Mylyn should support this.

Example for org.eclipse.mylyn:

  Eclipse-SourceReferences: scm:cvs:pserver:dev.eclipse.org:/cvsroot/mylyn:org.eclipse.mylyn.commons/org.eclipse.mylyn

It works but we'll skip this until sources are migrated to git and this works for git.
