I'm not sure the filtering for download.php is working as expected.   During builds, I'm still seeing mostly downloads for eclipse artifacts coming from mirrors and not eclipse.org itself.

You'll see that it is pulling these artifacts from mirrors.xmission.com instead of download.eclipse.org.    This build is running on the hudson.eclipse.org/hudson servers and on hudson-slave1

I've recently updated the filtering.  It should not return a valid list of mirrors for eclipse.org-hosted content.  Can you verify?
