add support for the catalog EVM.  This is a single EVM that will support super-set device and also the optimized sub-set parts.

The platform and the catalog files are added in platform-l23 and platform-m02.

Reviewed the added files and the addresses according to SPRS 680 for the addresses that are specified there. The memory space for evmTI816X is divided according to an internal email thread.
