The P2 update site for Helios contains the standard EPL 24 times in its body, with the result that even compressed, this file is 74k. (Uncompressed, it's 900k+)

Surely this could use a URL to the license text instead of verbose copying of the license?

Steps to Reproduce:
Download http://download.eclipse.org/technology/epp/packages/helios/R/content.jar

Look at content.xml

Count the number of times the license appears

(Chris suggested filing this against P2, but it's not clear if this is releng or EPP's responsibility)

Yes, there is currently an effort in p2 to change this.

This didn't end up fixing it; we now have bug 349822 with 105 copies of the EPL.
