1) Create a new product definition
2) Ensure that is has no start levels (plugin configurations) set on the configurations page
3) Add a property to the configurations page
4) Save
5) Close and reopen
Result:
The property never gets written out.

The problem is that the product writer only writes a configuration section if there are start levels set.  It should write out if either start levels or properties are set.
