If the host name handed to org.eclipse.core.internal.net.ProxyManager.tryGetURI is null, a NPE is thrown.

Host name can be null if the socket connection is to IPv6 localhost (::1). Unsure who is actually responsible for changing the host name to null, but defensively guarding against this problem is very straightforward.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
