Expiring after 60 days was, I believe, an arbitrary choice. It can reasonably be argued that two month should be plenty of time, but there are corner cases where it takes longer. In these relatively-rare corner cases, the timed out election is onerous and burdensome on both the committer and EMO IP staff.

We still need to have a time out. These elections cannot hang unresolved forever. With this in mind, the portal should be changed to time out after 120 days.

Rolled out some time ago (I asked the webmaster directly to do it rather than through the bug). Marking as FIXED.
