problem can be easily reproduced.  build '28x/task' app for control28027 and load and run on simulator.  You'll see bogus ROV.

Note that the stop-mode RTA views are OK (as seen in the .ppt)

installed 3.20.04.67_eng into my CCSv4.2.09025 install and verified that the sign-extend problem is fixed.

however, I did have problem where my "windows->preferences" needed to be updated to find the right version of XDCtools.  It "used to work" and find the right version of XDC based on the project that housed the example.  Now, the Windows->Preferences need to match the project settings.  Bummer.  Chris McC is going to follow up with Toronto on this.
