In former Eclipse PDT versions there was the possibility to add a new template for php files just by choosing the 'New PHP' entry from the context menu. This is also described by the current documentation (Help) in Eclipse.
I found the file templates might moved to the PHP > Code Style > Code Template. But unfortunately I am only able to export and import templates but not to create a new one. Even exporting, editing, and importing the new template does either alter an existing one or does not show at all (I removed/changed the id-attribute).

Reproducible: Always

Steps to Reproduce:
1. open Preferences > PHP > Editor > Templates
2. click on new
3. 'New PHP' is missing in the context menu.

OR

1. open Preferences > PHP > Code Style > Code Template
2. no 'add' button or else to be able to register a new template is shown.
