The RequestListener.requestDestroyed methods are supposed to be called in the reverse order as the RequestListener.requestInitialized methods, i.e. count down the list like for the RequestAttributeListeners.

in jetty 8 this is line 964 of ContextHandler

Fixed in trunk (jetty 7) in rev 2249.  Not ported to jetty 8.
