UIA can and should leverage a lot of code in XDC (the xdc.rov.TargetDecoder, xdc.rta.MetaData, etc.), however the UIA projects are currently stealing and modifying the XDC code rather than depending on it. 

I need to present the team with an approach for XDC to deliver these classes separately, and manage the interface there. We'll need to come up with a plan for managing compatibility between the different projects.
