To help assess and debug XGCONF speed and responsiveness issues, XGCONF
should collect and display execution time statistics for various key
operations. For example, the stages of creating a new project, executing
validation, building the in-memory object model, populating the available
packages and outline views, and so on. These should be presented
conveniently, for example in a new Eclipse view.

Fixed in xdcconfig-h11.

Added "XGCONF Profiling" view, categorized under "RTSC" views.
Measures XGCONF time to execute a number of key operations when
the "Refresh" button is pressed. Shows statistics in the view,
and allows the results to be copied to clipboard.

Verified that view is present in XDCtools 3.21.00.24-eng. Very cool!
