XDCtools is delivered as a big bundle containing target content packages, tools and documentation. This increases the size of the product download and also requires frequent releases of the entire product. The XDCtools integration in eclipse should support a mechanism for updating parts of the product. This will allow customers to start with a "lite" product and then pickup updates that are relevant for their system.

This bug will be split onto two: 
    1. eclipse independent update of xdctools
    2. removal of all targets and platforms (except those required to build
       xdctools)
