There is no dependency since the classes are available through the OSGi platform profiles - take a look at the readme.txt.
You'll notice that in order for artifacts to be produced, one need to specify whether Eclipse Equinox, Apache Felix or Knopflerfish is used.
Without it the sources won't build - that's the reason for the lack of dependency on org.osgi...
