I can not startup eclipse-SDK-4.0-win32 When I delete the folder of links

Please enter steps to reproduce.  example:

1) unzip eclipse under <some directory>
2) double click on eclipse.exe or use cmd.exe to run it from the command line.

When we unzip and run, it works.

What's a "folder of links"?
