The following should be legal

enum Visibility:
   public | private | public='+' | private='-';

but currently results in a warning.

The warning just tells you that the order of the literals is relevant.

"Enum literal 'public' has already been defined with literal 'public'." does not refer to the order of enum literals IMHO.
