Right now it creates the tag with 3.5

The patch is just for workbench project. Is there an easy way to update the value for all our projects?

No. It is better to update them individually anyway because not all bundles are at the same version as the actual Eclipse SDK. If a bundle didn't introduce new API during the span of some release, it will now be at an N-1 version and the @since tags need to reflect this as they are bundle-dependent.
