Under the Commands -> Text Menu Join lines is listed as ⌃⇧J but that doesn't jive with what the keybindings are under preferences.  It looks like something is hardcoded.  Until you actually assign it Join lines does not work.

Reproducible: Always

Steps to Reproduce:
1. Try typing ⌃⇧J it doesn't work
2. Go to preferences assign it
3. It works.

Which product/editor are you using? I don't see a Command menu or Join lines menu item in Eclipse SDK
