When removing the Utility Facet from non EE JPA projects in bug 234383, it was decided to introduce a new JPA EE project wizard.  After further review and community input, it would seem that one JPA project wizard would be more desirable.  Ideally it would be able to handle either case based on the user input.

The work is done on this, but we're waiting on the enhancements in bug 324111 to get the go-ahead.  Not going to make it into M2, though.

We have a temporary work around (see bug 326960).

This work has been checked in to head for M3.

Verified a JPA EE Project and JPA Project can be created via one wizard. See the link to view test steps for verification.
