Developers often know the name of a module but not the name of the contributing package.  Like JavaDoc provides an "All Classes" index, Cdoc should provide an "All Modules" index.

Implemented in xdc-w10, xdctools 3.21.00.15.

Verified using XDCtools 3.21.00.48-eng.
Installed product and then navigated to cdoc generated documentation for XDCtools in eclipse help. The "all modules" index shows a flat list of all modules in the product. Module with same name in different packages are disambiguated by grouping under the module.
