3. Justify why this is a hotbug. Note that "our users don't like the bug" is
not the type of reason that gets much attention. The motivation we are looking
for to justify a P1-like priority is, basically, "this bug blocks our adoption
of WTP" (explaining why, of course).

Using a quote from Bug 312655, "Without access to refresh the launch object there is cases where the call to server.getLaunch will return null when in fact there is a true valid launch object associated." In addition to this problem, being able to set the server launch is necessary for updating the launch (say if a new launch is created), which is the primary issue and reason for this change in 3.0.5 patches.
