In bug 319268 we assumed that we should only build projects that have the PDE nature.  This caused major issues (bug 322521 and bug 322515) so the change was reverted.  

There are two causes to the problems.  1) Some bundles in the SDK do not have the PDE nature (though they probably should) and 2) The PDE code isn't using the same logic to determine what to build.

Though (2) is a more concerning issue, we should see if we can fix (1) so that a future fix won't have to worry about the inconsistency.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
