I appreciate p2 effort in being self-sufficent in shared install scenarios. So when user cuts p2's one leg (makes shared pool non-writeable), p2 still walks on another leg (".eclipse" in the user home). Unfortunately it's hard to make marathons with just one leg, and it's not different in p2 case - not everything is possible when only ".eclipse" dir is writeable. Specially, there's no way to make updates. In such conditions p2 could really tell that it had not enough privileges to complete operation. This would be great improvement from user perspective, because instead of having totally no clue, user would know that something is wrong with privileges and in most cases users can change privileges easily.
fyi, this has originated from bug 322344 - "Only one of the following can be installed" when trying to update product on Win7 with UAC
Happens with latest Eclipse on Win7 as well. :(

Under Windows7 with UAC On I upgraded to latest Eclipse (under C:\Program Files (x86))... I ended up with plugins visible in "What is already installed?" but nowhere to be found in Preferencec, getting "Already installed therefore ignored" messages when trying to install them (even after ?uninstalling? them). I didn't wanna give up on UAC so I tried several times to no avail. In the end I'have installed Compatibility Administrator, which eventually fixed all issues.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. If you have further information on the current state of the bug, please add it.
