This bug is similar to bug#319497, but it's for the plugin project descriptor.  A long description for this file will screw up the layout as indicated in the attached snapshot.

To Reproduce this issue you have to:
1) Create a Plugin project
2) Open plugin descriptor 
3) Specify a long description 
4) Save the file
5) Reopen the file.

Fixed as a result of the changes in bug#320416
