Hi,

I don't know how to commit in project so I describe my little enhancement.

I changed for my pupose CSVReportEmitter in order to export in different encodings and with different separators.
Now export is available only in UTF-8

Reproducible: Always

Steps to Reproduce:
1. download csv emitter form http://www.actuate.com/download/birt/contributions/birt2.2.1/org.eclipse.birt.report.engine.emitter.csv.zip
2. change origin classes by classes from archive
3. build it and deploy to "plugin" directory
4. in report create report parameters "__encoding" and/or "__separator"
5.fill them for example by "windows-1250" and ";"
6.click in viewer on "export report" button and csv is created
