(background: I'm single sourcing more of Riena)

For single sourcing reasons I need the type AbstractSplashHandler because it is used as a return type in an API Method. Please review and commit the attached trivial patch. 

The extension point 'org.eclipse.ui.splashHandlers' is still not available. So people using the splash are still get an error in the plugin.xml (so they know they need to do something)

Fixed in CVS HEAD and will be available with 1.4M2 (will set correct target milestone once we have one).
