Our main downloads page is downloads.php.  We also have a simple index.php file showing the raw content (with releases hidden before their release date) of our downloads area (downloads/technology/linuxtools on dev.eclipse.org).  Older releases are moved to archive.eclipse.org but they're not visible anywhere.  I've put an index.php page there but it would be nice to have the main downloads area's index.php point to the archives area.

Both downloads.php and download.eclipse.org index.php contain links to archive.eclipse.org.
