Build Identifier: 

xdctools 3_20_01_51 in ti/platforms/sdp4430/Platform.xs, there are two target chains:-

var armChain = ["v7M"];
var dspChain = ["62", "64", "64T"];

The one corresponding to the the Cortex A9 is missing.

closing "ancient" resolved bugs
