The launch listeners should not only be loaded for web app launch delegates that are Zend Debugger specific (PHPWebPageLaunchDelegate class). Listeners should also be loaded for delegates that are XDebug specific (XDebugWebLaunchConfigurationDelegate class) and for delegates that are specific for configurations without debugger (NoneDebuggerConfiguration$WebLaunchDelegate class).
