an update to blackflag's dbg_variable.cpp with some scoping for additional testing

the blackflag suite does not have code with scoping that can test certain aspects of variable lifetimes based upon scoping, or variables with the same names in different scopes within the same function.

see attachment for proposed update to dbg_variable.cpp to add some scope testing.

The Eclipse CDT EDC (https://wiki.eclipse.org/CDT/cdt-debug-edc) is now obsolete and has not had any active development since 2011. Therefore the still open bugs are being marked as wontfix.

The git repo for the project still exists for posterity at https://git.eclipse.org/c/cdt/org.eclipse.cdt.edc.git/
