JetBundleManager is totally damaged when the jar file for a deployed transformation is missing.

Reproducible: Always

Steps to Reproduce:
1. We have an Eclipse plugin bundle. And there is a deployed transforamtion extension inside, but the specified jar file for the transformation is missing.
2. We install the Eclipse plugin bundle to Eclipse and try to use that transformations and other transformations.
3. All jet tranformations is all out of service. (JetBundleManager starts up failed)
