The org.eclipse.birt.resources only works if it is shipped as a directory. I guess this is currently set with an unpack="true" on the Birt feature. However, people who try to reuse this bundle independently from the feature have this bundle as a jar, which causes troubles.
This bundle should have a Bundle-Shape: dir in its MANIFEST.MF.
