The current CI builds do not honor code dependencies. E.g. when the discovery API changes, it does not trigger a provider build.

For starters I have added dependencies between following feature builds:

discovery -> discovery.slp, discovery.jmdns, discovery.zookeeper, discovery.dnssd
remoteservice.generic -> remoteservice.rosgi, remoteservice.rest, osgi.services
