I'm trying to set up an Extension Location, but the only way that I can open the Product Configuration view is by going to http://127.0.0.1:64312/help/index.jsp?topic=/org.eclipse.platform.doc.user/tasks/tasks-33.htm and clicking on the link to "Help > Software Updates > Manage Configuration."

This functionality refers to the legacy update manager that is on its way out of the SDK. The menu is not visible because it is disable using a capability.
There is nothing to be done here.
