test case:
1. hide standard class diagram editor palette
2. Open customization window
3. Create a new local palette
4. the content page for the new palette does not display standard class diagram editors tool, like package.

This comes from a recent modification, the palette customization window only displays the visible elements. The algorithm that looks for available tools should be improved.
