Screenshot depicting the problem in question.

1. Launch a "hello world" console application.
2. The 'Console' view appears as expected.
3. Turn off the 'Show Console When Standard Out Changes' and 'Show Console When Standard Error Changes' settings.
4. Activate another view so that the 'Console' view is now in the back.
5. Run your application again. You will see the toolbar overlapping with one another.

As Eric suspected, this is caused by the code in the action bars.

Fixed in CVS HEAD.

Verified on Windows XP with I20101025-1602.
